Punjab: ਪੰਜਾਬ ਮੰਤਰੀ ਮੰਡਲ ਨੇ 10.77 ਲੱਖ ਰਾਸ਼ਨ ਕਾਰਡ ਧਾਰਕਾਂ ਨੂੰ ਲਾਭ ਬਹਾਲ ਕਰਨ ਦੀ ਪ੍ਰਵਾਨਗੀ ਦੇ ਦਿੱਤੀ ਹੈ।
Punjab Chief Minister Bhagwant Mann announced a significant decision during a press conference following a cabinet meeting. The decision involves the restoration of 10.77 lakh previously canceled ration cards across the state, with immediate effect. These cards had been deleted during the verification process, but in consideration of the larger public interest, the cabinet opted to reinstate them. As a result, beneficiaries will now be able to access the benefits of the public distribution system (PDS) and doorstep delivery of ration provided by the state government.
Additionally, the cabinet approved a new transfer policy for teachers to facilitate educators. Under this policy, teachers with family members suffering from chronic diseases can apply for transfers throughout the year to attend to their families. The aim is to streamline the transfer process, allowing teachers to focus more on their teaching duties.
Furthermore, the cabinet extended the ‘CM Di Yogshala’ campaign to 15 more districts. This initiative, which has received a positive response in the initial phase, aims to cover the entire state. Approval was granted for the recruitment of additional trainers and staff to support the expansion of the program.
In other decisions, the cabinet consented to enhancing financial assistance to ex-servicemen and their widows above the age of 65 who participated in World War I and World War II. The financial assistance will increase from the existing ₹6,000 to ₹10,000, effective from July 26, 2023. This decision is expected to benefit the 453 beneficiaries currently availing the policy.
Additionally, a School of Eminence will be established in the building of the Punjab Institute of Technology (PIT). The cabinet also decided not to award contracts for leftover material from Punjab state mandis starting from the year 2023-24, aiming to improve the living standards of poor tribes and individuals.
Another noteworthy decision is the approval to amend Clause 3.14.1 of the Punjab Municipal Building Bylaws-2018. This amendment enables self-certification of residential building plans up to 500 square yards. While architects can approve these plans without routing them through officials or employees, checks and balances have been introduced to ensure compliance with building bylaws.
To address road accident-related injuries, the cabinet greenlit the introduction of the Farishtey scheme, aiming to lower mortality and morbidity rates.

ਇਸ ਤੋਂ ਇਲਾਵਾ, Punjab ਮੰਤਰੀ ਮੰਡਲ ਨੇ ਅਧਿਆਪਕਾਂ ਦੀ ਸਹੂਲਤ ਲਈ ਅਧਿਆਪਕਾਂ ਦੀ ਨਵੀਂ ਤਬਾਦਲਾ ਨੀਤੀ ਨੂੰ ਪ੍ਰਵਾਨਗੀ ਦਿੱਤੀ ਹੈ। ਇਸ ਨੀਤੀ ਦੇ ਤਹਿਤ, ਪੁਰਾਣੀਆਂ ਬਿਮਾਰੀਆਂ ਤੋਂ ਪੀੜਤ ਪਰਿਵਾਰਕ ਮੈਂਬਰ ਵਾਲੇ ਅਧਿਆਪਕ ਆਪਣੇ ਪਰਿਵਾਰਾਂ ਨੂੰ ਮਿਲਣ ਲਈ ਸਾਲ ਭਰ ਬਦਲੀਆਂ ਲਈ ਅਰਜ਼ੀ ਦੇ ਸਕਦੇ ਹਨ। ਇਸ ਦਾ ਉਦੇਸ਼ ਤਬਾਦਲੇ ਦੀ ਪ੍ਰਕਿਰਿਆ ਨੂੰ ਸੁਚਾਰੂ ਬਣਾਉਣਾ ਹੈ, ਜਿਸ ਨਾਲ ਅਧਿਆਪਕ ਆਪਣੇ ਅਧਿਆਪਨ ਕਰਤੱਵਾਂ ‘ਤੇ ਜ਼ਿਆਦਾ ਧਿਆਨ ਦੇ ਸਕਣ।
ਇਸ ਤੋਂ ਇਲਾਵਾ, ਮੰਤਰੀ ਮੰਡਲ ਨੇ ‘ਸੀਐਮ ਦੀ ਯੋਗਸ਼ਾਲਾ’ ਮੁਹਿੰਮ ਨੂੰ 15 ਹੋਰ ਜ਼ਿਲ੍ਹਿਆਂ ਤੱਕ ਵਧਾ ਦਿੱਤਾ ਹੈ। ਇਸ ਪਹਿਲਕਦਮੀ, ਜਿਸ ਨੂੰ ਸ਼ੁਰੂਆਤੀ ਪੜਾਅ ਵਿੱਚ ਸਕਾਰਾਤਮਕ ਹੁੰਗਾਰਾ ਮਿਲਿਆ ਹੈ, ਦਾ ਉਦੇਸ਼ ਪੂਰੇ ਰਾਜ ਨੂੰ ਕਵਰ ਕਰਨਾ ਹੈ। ਪ੍ਰੋਗਰਾਮ ਦੇ ਵਿਸਤਾਰ ਵਿੱਚ ਸਹਾਇਤਾ ਕਰਨ ਲਈ ਵਾਧੂ ਟ੍ਰੇਨਰਾਂ ਅਤੇ ਸਟਾਫ ਦੀ ਭਰਤੀ ਲਈ ਪ੍ਰਵਾਨਗੀ ਦਿੱਤੀ ਗਈ ਸੀ।
ਹੋਰ ਫੈਸਲਿਆਂ ਵਿੱਚ, ਮੰਤਰੀ ਮੰਡਲ ਨੇ ਪਹਿਲੇ ਅਤੇ ਦੂਜੇ ਵਿਸ਼ਵ ਯੁੱਧ ਵਿੱਚ ਹਿੱਸਾ ਲੈਣ ਵਾਲੇ ਸਾਬਕਾ ਸੈਨਿਕਾਂ ਅਤੇ 65 ਸਾਲ ਤੋਂ ਵੱਧ ਉਮਰ ਦੀਆਂ ਉਨ੍ਹਾਂ ਦੀਆਂ ਵਿਧਵਾਵਾਂ ਨੂੰ ਵਿੱਤੀ ਸਹਾਇਤਾ ਵਧਾਉਣ ਲਈ ਸਹਿਮਤੀ ਦਿੱਤੀ। ਵਿੱਤੀ ਸਹਾਇਤਾ ਮੌਜੂਦਾ ₹6,000 ਤੋਂ ਵਧਾ ਕੇ ₹10,000 ਹੋ ਜਾਵੇਗੀ, ਜੋ ਕਿ 26 ਜੁਲਾਈ, 2023 ਤੋਂ ਲਾਗੂ ਹੋਵੇਗੀ। ਇਸ ਫੈਸਲੇ ਨਾਲ ਮੌਜੂਦਾ ਨੀਤੀ ਦਾ ਲਾਭ ਉਠਾ ਰਹੇ 453 ਲਾਭਪਾਤਰੀਆਂ ਨੂੰ ਲਾਭ ਹੋਣ ਦੀ ਉਮੀਦ ਹੈ।
ਇਸ ਤੋਂ ਇਲਾਵਾ,Punjab ਇੰਸਟੀਚਿਊਟ ਆਫ਼ ਟੈਕਨਾਲੋਜੀ (ਪੀਆਈਟੀ) ਦੀ ਇਮਾਰਤ ਵਿੱਚ ਇੱਕ ਸਕੂਲ ਆਫ਼ ਐਮੀਨੈਂਸ ਦੀ ਸਥਾਪਨਾ ਕੀਤੀ ਜਾਵੇਗੀ। ਮੰਤਰੀ ਮੰਡਲ ਨੇ ਗਰੀਬ ਕਬੀਲਿਆਂ ਅਤੇ ਵਿਅਕਤੀਆਂ ਦੇ ਜੀਵਨ ਪੱਧਰ ਵਿੱਚ ਸੁਧਾਰ ਲਿਆਉਣ ਦੇ ਉਦੇਸ਼ ਨਾਲ ਸਾਲ 2023-24 ਤੋਂ ਪੰਜਾਬ ਰਾਜ ਦੀਆਂ ਮੰਡੀਆਂ ਵਿੱਚੋਂ ਬਚੀ ਹੋਈ ਸਮੱਗਰੀ ਦੇ ਠੇਕੇ ਨਾ ਦੇਣ ਦਾ ਫੈਸਲਾ ਕੀਤਾ ਹੈ।
ਇੱਕ ਹੋਰ ਧਿਆਨ ਦੇਣ ਯੋਗ ਫੈਸਲਾ ਪੰਜਾਬ ਮਿਉਂਸਪਲ ਬਿਲਡਿੰਗ ਬਾਈਲਾਜ਼-2018 ਦੀ ਧਾਰਾ 3.14.1 ਵਿੱਚ ਸੋਧ ਕਰਨ ਦੀ ਪ੍ਰਵਾਨਗੀ ਹੈ। ਇਹ ਸੋਧ 500 ਵਰਗ ਗਜ਼ ਤੱਕ ਰਿਹਾਇਸ਼ੀ ਇਮਾਰਤ ਯੋਜਨਾਵਾਂ ਦੇ ਸਵੈ-ਪ੍ਰਮਾਣੀਕਰਨ ਨੂੰ ਸਮਰੱਥ ਬਣਾਉਂਦਾ ਹੈ। ਜਦੋਂ ਕਿ ਆਰਕੀਟੈਕਟ ਇਨ੍ਹਾਂ ਯੋਜਨਾਵਾਂ ਨੂੰ ਅਧਿਕਾਰੀਆਂ ਜਾਂ ਕਰਮਚਾਰੀਆਂ ਦੁਆਰਾ ਰੂਟ ਕੀਤੇ ਬਿਨਾਂ ਮਨਜ਼ੂਰੀ ਦੇ ਸਕਦੇ ਹਨ, ਬਿਲਡਿੰਗ ਉਪ-ਨਿਯਮਾਂ ਦੀ ਪਾਲਣਾ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਚੈਕ ਅਤੇ ਬੈਲੇਂਸ ਪੇਸ਼ ਕੀਤੇ ਗਏ ਹਨ।
ਸੜਕ ਹਾਦਸਿਆਂ ਨਾਲ ਸਬੰਧਤ ਸੱਟਾਂ ਨੂੰ ਹੱਲ ਕਰਨ ਲਈ ਮੰਤਰੀ ਮੰਡਲ ਨੇ ਮੌਤ ਦਰ ਅਤੇ ਰੋਗ ਦਰ ਨੂੰ ਘਟਾਉਣ ਦੇ ਉਦੇਸ਼ ਨਾਲ ਫਰਿਸ਼ਤੇ ਸਕੀਮ ਦੀ ਸ਼ੁਰੂਆਤ ਨੂੰ ਹਰੀ ਝੰਡੀ ਦੇ ਦਿੱਤੀ ਹੈ।
